Summary

Applies advanced subject matter knowledge to solve complex business issues and is regarded as a subject matter expert. Frequently contributes to the development of new ideas and methods. Works on complex problems where analysis of situations or data requires an in-depth evaluation of multiple factors. Leads and/or provides expertise to functional project teams and may participate in cross-functional initiatives. Acts as an expert providing direction and guidance to process improvements and establishing policies. Frequently represents the organization to external customers/clients. Exercises significant independent judgment within broadly defined policies and practices to determine best method for accomplishing work and achieving objectives. May provide mentoring and guidance to lower-level employees.

Performs complex analyses of business goals, objectives and needs of the general business environment to align information technology solutions with business initiatives for multiple, complex accounts. Provides leadership for complex projects that cross multiple sub-systems/entire platform/multiple functional areas and acts the liaison between technical personnel and non-technical personnel. Serves as the liaison between technical personnel and business area for multiple accounts.

Job Description

Responsibilities:

  • Plans and designs complex business processes and system modifications. Makes recommendations to improve and support business activities.
  • Gathers business requirements through a variety of techniques such as work sessions and interviews. Analyzes and documents client complex business requirements and processes; communicates these requirements to appropriate parties.
  • Creates complex test case scenarios to be used in testing; monitors/oversees the testing of business applications to verify that all client requirements are incorporated into the system design.
  • Provides input into developing and modifying systems to meet client needs. Develops business specifications to support complex modifications.
  • Coordinates and facilitates complex meetings with clients to gather and document requirements and explore potential solutions.
  • Actively participates in technical reviews and inspections to verify 'intent of change' is carried through the entire project.
  • Assists and analyze testing results in all phases.
  • Provides time estimates for project related tasks. Compares time estimates to the actual hours on a project. Provide lessons learned and ways to improve processes.
  • Assists with developing complex methods and procedures required to identify whether current business goals and objectives meet organizational needs.
  • Works independently to drive complex projects and is a Subject Matter Expert on multiple sub-systems.
  • Report subsystem issues or project delays proactively to the client and/or management.
  • Provides leadership and work guidance to less experienced personnel on complex and large-scale projects. Develop and provide training and mentoring on Business Analyst responsibilities.  Coordinate’s business analyst tasks on information technology projects and provides project team member guidance and support. Plan allocate and monitor work of other business analysts.  Coach other BA's as needed on responsibilities and tasks.
     

Qualifications

Education:

  • Typically a Bachelor's degree or equivalent combination of education and experience OR
  • Typically a Bachelor's degree in business administration, information systems, or related field preferred

Experience:

  • 10 or more years of business analysis experience
  • Experience working with the interface of information technology with functional groups within an organization
  • Experience working with business processes and re-engineering
  • Experience working with computer programming concepts and basic language
  • Software Development Life Cycle experience with (multiple methodologies)  
  • Requirements Gathering and creating deliverable documentation
  • Developing structured user manuals and training
  • Visualization modeling
  • Business rules modeling 
  • Develop and executing acceptance test plans.
  • Experience with Complex and Multi-function area.
  • Requirement Traceability
  • Experience working with project and change management tools such as Visio Flow, ALM, iTrace, rTrace. 
  • Experience with SQL queries
  • Experience in Health Care/Health Insurance 
  • Healthcare Industry Experience is a plus 
  • County or State managed program experience is a plus
