Summary

As General Manager for the Women, Infants, and Children (WIC) and Early Intervention (EI) portfolio, you will drive growth and lead pursuits while overseeing portfolio financial performance, client relationships, and product modernization. You will combine business strategy, program expertise, and market insight to develop opportunities and win new business. Working with account, delivery, technology, and functional leaders, you will align priorities, meet client commitments, and guide investments that support retention, growth, and strong business outcomes.

Your role in our mission

  • Growth and pursuit leadership: Build a qualified pipeline and lead WIC and EI pursuits through every phase, from opportunity identification and qualification through proposal development, solution design, pricing, negotiations, and contract award. Lead bid/no-bid decisions and coordinate cross-functional teams throughout the pursuit.
  • Market intelligence: Monitor WIC and EI policy, procurement activity, competitors, incumbent vendors, and market trends. Use these insights to identify and prioritize opportunities and guide portfolio strategy and investment.
  • Financial management: Own portfolio financial performance, forecasting, resource planning, and executive financial reporting. Identify risks and lead corrective actions to meet revenue, margin, and cash objectives.
  • Account and contract leadership: Oversee contract obligations, renewals, options, notices, amendments, and service commitments. Partner with account leaders to manage commercial risks and address contractual issues.
  • Delivery alignment and client commitments: Work closely with account and delivery leaders to maintain visibility into delivery plans, progress, resource needs, and risks. Align portfolio priorities and client commitments with delivery execution, and work across teams to address gaps and resolve issues. Coordinate with delivery leaders on subcontractor and operational vendor issues that could affect client commitments.
  • Client and executive relationships: Build executive-level client relationships that support retention, successful renewals, and opportunities to expand services. Sponsor key engagements, align stakeholders, and help resolve significant issues promptly.
  • Product, modernization, and partner strategy: Set product direction, investment priorities, and modernization roadmaps that address client needs and support competitive positioning and growth, and track progress against them. Manage strategic technology partner and vendor relationships, including commitments, renewals, and dependencies. Work with delivery and technology leaders to assess technical options, risks, and investment decisions.

What we're looking for

  • Direct experience with WIC or Early Intervention programs is required; experience across both is preferred.
  • Experience leading competitive pursuits, working with cross-functional teams on proposals, solutions, pricing, and negotiations.
  • Demonstrated leadership in healthcare programs, technology, or services, with a strong understanding of public-sector or regulated environments, procurement, and compliance.
  • Experience managing financial performance, forecasts, and business risks for accounts, programs, or a portfolio.
  • Ability to align product, delivery, account, finance, and partner teams around shared priorities and clear responsibilities.
  • Ability to communicate clearly with clients and executives, negotiate effectively, and exercise sound business judgment.
  • Experience guiding product or system modernization in government health and human services is preferred.
  • Experience managing strategic partners, vendors, and subcontractors is preferred.
  • Bachelor’s degree in business, healthcare administration, public administration, technology, or a related field is preferred.
