Your role in our mission

 

  • Serves as a trusted mentor and senior resource to the team, modeling best practices, providing expert guidance, and offering informal leadership to strengthen team capabilities, ensure consistency and quality, and support continuous improvement initiatives.
  • Leads process improvement and standardization efforts by acting as a project lead for initiatives that enhance consistency, optimize workflows, and drive operational efficiency across the team.
  • Effectively plan, organize, and manage the proposal life cycle process. Review, analyze, and interpret key RFP requirements and identify issues or concerns that need resolution prior to submission of response.
  • Define document structure and create outlines, compliance matrices, storyboards, and other tools to assist writers in crafting a compelling proposal that meets the client’s requirements.
  • Develop schedules that incorporate client deadlines and accounts for all critical milestones of proposal development.
  • Facilitate review cycles for compliance and compelling value, including facilitation of color team reviews.
  • Review peer and own proposals to verify compliance with submission requirements. Confirm proposal is compelling and accurately describes solutions and strategies while ensuring the responses embody company win themes and key differentiators. Share findings that may impact the proposal response.
  • Demonstrate an understanding of business challenges within customer markets and how company technology-enabled business solutions can address those needs.
  • Oversee proposal team members and serve as the single point of contact for other support teams throughout proposal development.
  • Collaborate with senior management, subject matter experts, sales/marketing staff, and proposal leadership to meet deadlines in both initial submittals and follow-up as needed.
  • Track client changes to the RFP throughout the pursuit and compliance processes and communicate the information to the pursuit team.
  • Interface and coordinate with finance to verify pricing for proposal.
  • Work with Production Coordinator to produce printed materials and electronic media. Confirm that all production materials meet specifications outlined in RFP. Review shipping labels and package deliverables for shipping according to instructions in RFP.
  • Deliver a quality and complete proposal, on time while contributing to the proposal strategy that results in a high-scoring, compliant, and compelling proposal.
  • Ensure a proper close-down of the proposal process and standardized archival of client documents post-submission.
  • Assist other department staff as required based upon business needs.
  • Other duties as assigned.  

 

 

What we're looking for

 

  • Strong project management and verbal/written communication skills. 
  • Ability to handle multiple deadlines and work well under extreme pressure.
  • Good interpersonal and presentation skills for interacting with team members, prospective clients, and other diverse audiences.
  • Understanding of proposal/project management responsibility and follow through with objectives to meet all crucial deadlines.
  • Ability to articulate and present the business value of company solutions.
  • Ability to create and maintain formal and informal networks, as well as represent them.  

 

Education and/or Experience Requirements

 

  • BA or equivalent experience in Business Management, Communications, Journalism, or English
  • A minimum of 15 years’ experience with proposal management in a highly strategic, outcomes-oriented environment 
  • APMP and PMP certifications are a plus
  • At least 10 years of experience with Medicaid or State Government proposal development required
  • Demonstrated executive presence with 10+ years of experience delivering presentations and strategic recommendations to C-level leadership  

 

Computer Skills 

 

  • Advanced proficiency in MS Office / Word, Excel, Outlook and PowerPoint. Experience with Adobe Professional, Visio, Project, and RFPIO/Responsive is a plus.
