Summary
The Delivery Project Manager leads the execution of complex, multi-workstream initiatives within large-scale Medicaid programs. This role partners closely with state clients, ecosystem vendors, business leaders, and cross-functional delivery teams to ensure projects are delivered on time, on budget, within scope, and without surprises, while meeting all regulatory and contractual requirements.
Your role in our mission
- Lead multiple complex projects across a multi-vendor ecosystem, from initiation through implementation and stabilization.
- Develop and maintain integrated, logic-driven project schedules using Microsoft Project, including critical path analysis, dependency management, and baseline control.
- Actively manage project teams to meet committed dates; identify schedule risk early and drive corrective action.
- Apply formal stage-gate governance, ensuring entry/exit criteria, readiness reviews, approvals, and quality checks are completed before advancing phases.
- Enforce disciplined change control, including scope, schedule, and cost impacts, with documented approvals.
- Own and actively manage RAID logs, ensuring risks and issues are clearly articulated, mitigated, and escalated when appropriate.
- Coordinate delivery across multiple workstreams, vendors, and functional teams.
- Partner directly with state clients, ecosystem vendors, and internal leaders to plan, prioritize, and deliver system changes.
- Serve as the primary point of communication for project status—providing clear, accurate, and transparent updates to stakeholders at all levels.
- Assign and manage resources; mentor team members; and act as an escalation point for delivery challenges.
- Monitor delivery performance against contractual commitments, SLAs, budgets, and regulatory timelines.
- Adhere to all PMO and program governance standards, processes, and procedures.
- Support capacity planning and workload balancing across projects, defects, and operational work.
- Collaborate with peer project managers to align resources, dependencies, and priorities across the program.
What we're looking for
- Bachelor’s degree or equivalent experience.
- 10+ years of progressive project management experience, including leadership of large, complex, multi-vendor software delivery initiatives.
- Demonstrated mastery of waterfall project delivery, including stage-gated governance, formal change control, and end-to-end SDLC execution (required).
- Proven ability to build and maintain critical-path schedules and manage teams to those schedules.
- Demonstrated success delivering projects on time and on budget in high-pressure, client-facing environments.
- Experience managing work within client/vendor delivery models.
- Advanced proficiency with Microsoft Project (required); MS Project Online (MSPO) experience preferred.
- Strong experience managing RAID, change control, and executive-level status reporting.
- Experience delivering Medicaid, MMIS, or other public-sector healthcare systems.
- Experience working with state agencies and navigating regulatory-driven delivery environments.
- Experience supporting large, multi-year programs with multiple concurrent workstreams.

The pay range for this position is $86,800.00 - $124,000.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
