Summary
The Senior Director of Proposal Compliance is responsible for overseeing the development and submission of compliant, competitive, and compelling proposals. This role involves managing the proposal process from pre-RFP to post-submission activities, ensuring adherence to all regulatory and client requirements. The Senior Director also will lead a team of proposal professionals, providing guidance and support to ensure the timely delivery of high-quality proposals.
Essential Duties and Responsibilities
- Lead a team of proposal professionals, providing guidance, coaching, and support to enhance their effectiveness and career growth
- Ensure proposals are fully compliant with solicitation instructions and regulatory requirements
- Conduct rigorous quality assurance checks on draft and final proposal documents
- Ensure the high-quality content and appearance of final proposal deliverables through scoring matrices or similar methodology
- Complete competitive bid analyses to understand industry trends and differentiators, translating analyses to actionable solutions
- Conduct and document proposal lessons learned and implement actions to improve process efficiency
- Oversee and guide team members, providing direction, support, and motivation to achieve departmental and organizational goals.
- Conduct regular performance reviews, set clear objectives, and provide constructive feedback to help employees grow and improve.
- Provide training and mentorship to team members on proposal compliance and development
- Understand business goals and challenges to ensure proposals and initiatives align with overall objectives
- Oversee the development of proposal schedules, outlines, compliance matrices, and proposal development plans
- Oversee the completion of all required forms and obtains all necessary signatures
- Manage the coordination and timeline for completion of the RFP responses
Requirements/Qualifications
- Minimum of eight years of experience in proposal management and development or compliance, preferably in the health and human services or health care industry
- Strong understanding of the Shipley proposal process and standards
- Previous experience with complex proposals, including state or Federal
- Demonstrated success in managing people; setting and communicating goals and expectations, measuring accomplishments, holding staff members accountable, delegating responsibility, keeping staff members informed, coaching, mentoring, reinforcing positive behavior and managing conflict
- Strong sense of accountability; excellent analytical skills, written and verbal communication, and project management skills
- Ability to work in a fast-paced, deadline-driven environment
- Must be detail-oriented and possess advanced written and oral skills
- Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with senior leaders and employees
- Strong leadership skills with an ability to coach, lead, motivate and influence others to support corporate goals and objectives to produce a winning proposal within budget and schedule constraint
- Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills
- Ability to manage employees through influence even though they may not be a direct report
Education and/or Experience Requirements
- Bachelor's degree in business, communications, or a related field
- Certification in proposal management (e.g., APMP) is a plus
- Experience with proposal management software and tools is a plus
Computer Skills
- Advanced proficiency in MS Office / Word, Excel, Outlook and PowerPoint. Experience with Adobe Professional, Visio, and Project is a plus.

The pay range for this position is $124,300.00 - $177,600.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
