Summary
The Senior Manager of RFP Services is a people management role focused on guiding and developing a high-performing proposal team while ensuring the delivery of compliant, competitive, and compelling proposals across Gainwell’s business lines. This position combines strategic oversight with hands-on leadership, fostering a collaborative, growth-oriented environment. The manager is accountable for team performance, professional development, and engagement, while driving process improvements and maintaining high-quality proposal standards aligned with client requirements and business objectives.
Your role in our mission
Lead and Develop the Team
- Supervise, coach, and mentor proposal professionals to enhance skills, performance, and career growth.
- Foster a positive, inclusive team culture that encourages collaboration and accountability.
- Conduct regular performance reviews and provide constructive feedback.
Manage Workload and Resources
- Assign proposal projects and balance workloads across team members.
- Coordinate with external staffing partners to ensure adequate resourcing.
- Monitor team capacity and adjust priorities as needed.
Drive Operational Excellence
- Oversee and maintain the proposal content library, templates, and reference materials.
- Ensure proposals comply with solicitation instructions, regulatory requirements, and internal standards.
- Implement quality assurance processes to uphold high standards for content and presentation.
Strategic Leadership
- Align proposal efforts with organizational goals and growth strategies.
- Perform competitive bid analyses to inform proposal strategy and positioning.
- Document lessons learned and lead continuous improvement initiatives.
Collaboration and Communication
- Partner with internal teams and subject matter experts to gather inputs and ensure timely delivery.
- Communicate expectations, timelines, and priorities clearly to stakeholders.
Training and Development
- Provide ongoing training on proposal development, compliance, and best practices.
- Act as a player/coach on large strategic proposals when needed.
What we're looking for
Requirements/Qualifications
- Previous experience with complex proposals, including state or Federal
- Demonstrated success in managing people; setting and communicating goals and expectations, measuring accomplishments, holding staff members accountable, delegating responsibility, keeping staff members informed, coaching, mentoring, reinforcing positive behavior and managing conflict
- Strong sense of accountability; excellent analytical skills, written and verbal communication, and project management skills
- Ability to work in a fast-paced, deadline-driven environment
- Must be detail-oriented and possess advanced written and oral skills
- Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with senior leaders and employees
- Strong leadership skills with an ability to coach, lead, motivate and influence others to support corporate goals and objectives to produce a winning proposal within budget and schedule constraint
- Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills
- Familiarity with Shipley proposal methodology.
- Proven leadership and team management experience.
- Ability to manage employees through influence even though they may not be a direct report
Education and/or Experience Requirements
- 6+ years of experience in proposal management, development, or compliance (preferably in health and human services or healthcare).
- Bachelor's degree in business, communications, or a related field
- Certification in proposal management (e.g., APMP) is a plus
- Experience with proposal management software and AI tools is a plus
Computer Skills
- Advanced proficiency in MS Office / Word, Excel, PowerPoint and Outlook.
- Experience with Adobe Professional, Visio, and Project is a plus.
What you should expect in this role

The pay range for this position is $120,000.00 - $140,000.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
