Summary
The Director, Test Management Office (TMO) is a senior leadership role responsible for enterprise level governance, planning, and oversight of testing services. This role is distinct from delivery execution and focuses on test management excellence, contractual accountability, demand and capacity governance, metrics and performance management, and vendor alignment across Design, Development & Implementation (DDI) and Maintenance & Operations (M&O) programs.
The TMO Director governs the Testing Center of Excellence (TCOE) strategy, ensures alignment across People, Process, and Technology, and serves as the authoritative point of control for demand intake, capacity planning, staffing fulfillment, and performance outcomes. The role partners closely with internal leadership, testing vendors, procurement, legal, workforce management, and the Delivery Teams.
Your role in our mission
- Leads the Test Management function, distinct from hands on delivery, ensuring disciplined governance, planning, and control across all testing engagements.
- Governs the overall TCOE strategy, monitors outcomes, and ensures alignment with enterprise quality, risk, and compliance objectives.
- Provides executive level oversight and guidance to Test Directors, Test Delivery Leads, and Test Managers without assuming direct execution ownership.
- Serves as the single point of contact for all testing demand inflows and work intake, coordinating inputs from multiple channels and stakeholders.
- Aggregates testing demand and capacity across the TCOE and baselines core flex staffing models to enable scalable resourcing.
- Partners with Workforce Management to drive forecast accuracy, fulfillment tracking, and staffing commitments.
- Tracks and governs resource onboarding and offboarding, ensuring continuity, readiness, and compliance.
- Maintains and continuously updates the TCOE skill registry, supporting cross training, succession planning, and readiness assessments.
- Works closely with procurement and legal teams to support work orders, Statements of Work (SOWs), amendments, and contractual compliance.
- Provides governance oversight of contract execution, scope adherence, and commercial risk related to testing services.
- Identifies, communicates, and actively tracks risks related to testing contracts and vendor performance, ensuring mitigation and resolution.
- Ensures all change control activities impacting testing scope, cost, or capacity follow approved governance and contractual processes.
- Tracks, publishes, and governs SLA and KPI performance, ensuring timely identification and closure of action items with testing vendors.
- Leads and conducts monthly and quarterly business review (MBR/QBR) meetings with testing partners and internal stakeholders, tracking actions, issues, and commitments.
- Represents the TCOE in DDI/M&O project planning meetings, partnering with Test Directors to align testing readiness with enterprise delivery plans.
- Participates in weekly DDI program progress meetings to maintain situational awareness and governance alignment.
- Collaborates with vendor leadership to ensure organizational readiness across People, Process, and Technology.
What we're looking for
- 12+ years of experience in enterprise testing organizations, with a minimum of 5+ years in test management, governance, or TMO style leadership roles.
- Demonstrated expertise in test management vs. test delivery execution, including demand/capacity planning, metrics, governance, and oversight.
- Strong experience with contract management, including exposure to SOWs, procurement processes, legal review cycles, and change control.
- Proven ability to operate in multi‑vendor, regulated, or large‑scale enterprise environments.
- Experience working with Delivery, workforce management, procurement, legal, and executive stakeholders.
- Bachelor’s degree in computer science, Engineering, Information Systems, or related field (or equivalent professional experience).

The pay range for this position is $127,400.00 - $182,000.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
