Summary

The Technical Lead/Software Engineering lead will support the Dental Business IT portfolio across multiple state Medicaid applications. This role focuses on maintenance and operations (M&O), incident management, and delivery of discretionary and non‑discretionary state initiatives. The ideal candidate will provide strong technical leadership, contribute to solution design, drive estimate reviews, and ensure high‑quality delivery across diverse technologies and teams.

Your role in our mission

  • Technical Leadership for maintenance and operations for multiple state dental applications, ensuring stability, performance, and adherence to SLAs.
  • Manage and guide incident resolution, including triage, root‑cause analysis, stakeholder communication, and closure.
  • Provide technical leadership to deliver state‑mandated and internal discretionary projects, ensuring compliance with state rules, timelines, and quality expectations.
  • Participate in and contribute to solution design, working closely with architects and SMEs to define scalable, secure, and compliant technical approaches.
  • Review, validate, and challenge effort estimates, designs, and technical specifications for enhancements, fixes, and regulatory projects.
  • Collaborate closely with business partners, project managers, vendors, QA teams, and cross‑functional IT groups.
  • Ensure alignment to ITIL processes, including change, problem, and release management.
  • Provide technical leadership and mentorship to development and support teams across onshore and offshore locations.
  • Monitor application performance and recommend improvements for reliability, scalability, and cost efficiency.
  • Support release planning and forecasting, including capacity, resources, and risk assessment.
  • Drive continuous improvement initiatives, such as automation, process optimization, and service delivery maturity.
  • Lead and support the development, review, contribute to the maintenance and updates of contractual technical deliverables, including:
    • Service Design Packages (SDPs)
    • System Security Plans (SSPs)
    • Technology Recovery Plans (TRPs)
  • Coordinate inputs from architecture, infrastructure, security, and application teams to ensure accuracy and compliance.
  • Ensure deliverables meet DHCS, Gainwell, and contractual standards and timelines.
  • Support audits, reviews, and client inquiries related to technical documentation.

What we're looking for

  • 8+ years of IT experience with Technical Leadership or Senior Engineering Responsibilities, with experience in Dental Business Operations, Healthcare Payer, Medicaid or Medicare, or State Regulatory Systems preferred
  • Strong knowledge of Web Technologies, APIs, UI Frameworks, Backend Services, and CRM Platforms such as Dynamics
  • Experience with Data analytics, Reporting Frameworks, Data Pipelines, and familiarity with Cloud and DevOps Practices
  • Ability to contribute to Solution Architecture, Technical Assessments, and Effort Estimation
  • Solid understanding of ITIL processes within an Operations Environment, certification preferred

What you should expect in this role

  • The position is hybrid, requiring onsite work at the Roseville office two days per week, subject to change based on business needs.
  • Video cameras must be used during all interviews, as well as during the initial week of orientation

The pay range for this position is 90,900 - 129,900 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
